The Commission considers that it could adopt legal act proposals on data spaces and infrastructures, including domains, and that no part of the initiative manifestly falls outside its powers. It states that registration does not confirm the factual correctness of the content. Registration allows the organisers to proceed with the citizens' initiative process under Regulation (EU) 2019/788. The decision does not prejudge whether the substantive conditions for Commission action, including proportionality, subsidiarity and fundamental rights compatibility, would be met, and the content reflects only the organisers' views. ### Executive Order directs federal agencies to use "Super Intelligence" instead of "Artificial Intelligence" - Date: 2026-09-29 - Jurisdiction: United States (federal) - Type: Government policy - Primary source: https://www.whitehouse.gov/presidential-actions/2026/09/inaugurating-the-era-of-super-intelligence/ - Page: https://lawofsi.com/en/news/executive-order-directs-federal-agencies-to-use-super-5c98f8/ Executive Order 14434, dated Sep 29, 2026, sets the policy that the executive branch will use the terms "Super Intelligence" and "SI" in place of "Artificial Intelligence" and "AI" to the maximum extent permitted by law. Agencies are to apply the terms in correspondence, public communications, websites, reports, policy documents and other non-statutory documents. Previously issued regulations, Presidential actions, contracts and grants need not be altered. The terms are defined by reference to the statutory definition in section 9401(3) of title 15, United States Code. Within 60 days, the Assistant to the President for Science and Technology must submit proposed legislative language for a Federal definition of the terms. The order changes the terminology used across federal agencies and starts a process to propose a statutory definition of "Super Intelligence" that may modify or supersede the existing definition of artificial intelligence. It creates no enforceable rights and is implemented subject to applicable law and appropriations. ### D.C. Circuit rejects Anthropic's challenge to Department of War exclusion of Claude from its supply chain - Date: 2026-09-25 - Jurisdiction: United States (federal) - Type: Court ruling - Primary source: https://storage.courtlistener.com/recap/gov.uscourts.cadc.42923/gov.uscourts.cadc.42923.1208891909.0_1.pdf - Page: https://lawofsi.com/en/news/d-c-circuit-rejects-anthropic-s-challenge-to-department-of-025b4f/ On Sep 25, 2026, the United States Court of Appeals for the District of Columbia Circuit decided Anthropic PBC's consolidated petitions for review of a Department of War decision to exclude Claude from its supply chain under 41 U.S.C. § 4713. In an opinion by Judge Katsas, the court rejected Anthropic's arbitrary-action, statutory and constitutional challenges. It held the Department had ample support for finding a covered national-security risk, that less intrusive measures were not reasonably available, and that any error in the timing of notice was harmless. It rejected the due-process and First Amendment claims. Judge Henderson dissented. The court also distinguished a separate Northern District of California decision that set aside a designation under 10 U.S.C. § 3252. The decision leaves in place the Department of War's exclusion of Claude from its systems and contractors' use. It addresses how the supply chain statute applies to an AI developer that maintains contractual and model-level use restrictions, and it affects Anthropic PBC and the Department's contractors. Judge Henderson filed a dissenting opinion. ### China announces filing information for 3 on-device generative AI services on mobile phones - Date: 2026-09-23 - Jurisdiction: China - Type: Government policy - Primary source: https://www.cac.gov.cn/2026-09/23/c_1791913977404975.htm - Page: https://lawofsi.com/en/news/china-announces-filing-information-for-3-on-device-dbae9e/ On Sep 23, 2026, the Cyberspace Administration of China published an announcement on newly added filing information for 3 generative artificial intelligence services provided on mobile phones at the device side, including one named "YOYO Claw".
